The Two Fold Purpose Of God

Written by Ralph Mark B. Malinao

Understanding the Bible’s Big Picture Through Mid-Acts Pauline Dispensationalism

God is working out one eternal plan, but it unfolds in two distinct programs—one promised since the world began, and one kept secret since the world began.
When you see this clearly, the whole Bible opens up with clarity, not confusion.

1. GOD’S EARTHLY PURPOSE — ISRAEL & THE KINGDOM

“…which God hath spoken by the mouth of all his holy prophets since the world began.”
— Acts 3:21

From Genesis to Malachi—and all the way through the earthly ministry of Jesus and early Acts—God revealed a prophetic program centered on:

• A nation — Israel
• A King — the Messiah
• A Kingdom — on earth

This purpose was spoken, promised, and prophesied:

• God’s covenant with Abraham (Genesis 12:1–3)

• Israel becoming a kingdom of priests (Exodus 19:5–6)

• David’s everlasting throne (2 Samuel 7:12–16)

• A literal, earthly kingdom ruled by Messiah (Isaiah 9:6–7; Jeremiah 23:5–6)

• The apostles asking Jesus about the kingdom’s restoration (Acts 1:6)

• Peter preaching the times of refreshing and restitution (Acts 3:19–21)

This is Israel’s program, the prophetic program, the earthly purpose:

God will restore Israel and bring Christ’s kingdom to earth.

2. GOD’S HEAVENLY PURPOSE — THE BODY OF CHRIST & THE MYSTERY

“…according to the revelation of the mystery, which was kept secret since the world began.”
— Romans 16:25

When Israel rejected their Messiah (Acts 7), God revealed something never spoken, never prophesied, never known until given to Paul:

The Mystery — God forming a new, heavenly people called:
the Body of Christ

This purpose was:

Not promised in the Old Testament
• Not revealed in prophecy
• Not part of Israel’s kingdom program
• Not spoken “since the world began” (Acts 3:21)

Instead, it was:

• “HID IN GOD” (Ephesians 3:9)
• “Not made known” in other ages (Ephesians 3:5)
• Revealed only to Paul (Galatians 1:11–12)

The Body of Christ is:

• Not a nation

• Not under the law

• Not inheriting Israel’s covenants

• Not waiting for a kingdom on earth

We are:

• Blessed in heavenly places (Ephesians 1:3)

• Seated with Christ above (Ephesians 2:6)

• Destined to reign in the heavens (2 Timothy 2:12)

The heavenly purpose is completely distinct from Israel’s earthly purpose.

ONE GOD — TWO PROGRAMS — NO CONTRADICTIONS

When you mix these two purposes, you get confusion.
When you rightly divide them, you get clarity.

Israel (Prophecy)
• Spoken since the world began
• Earthly kingdom
• Law and covenants
• Nation of Israel
• Twelve apostles

Body of Christ (Mystery)
• Kept secret since the world began
• Heavenly position
• Grace and liberty
• Jew and Gentile in one Body
• Paul, the apostle of the Gentiles

God has not replaced Israel.
The Church is not spiritual Israel.
Prophecy will be fulfilled exactly as written — after the Body of Christ is caught up (1 Thess. 4:13–18).

WHY THIS MATTERS

When you see the two-fold purpose of God, you can finally answer questions like:

• Why is the gospel of the kingdom different from the gospel of grace?

• Why did Jesus minister only to Israel?

• Why do Gentiles become blessed without Israel?

• Why don’t we follow the law, temple worship, water baptism, or signs?

• Why is Paul’s message unique?

Because God has two programs — both part of His eternal plan, but not the same.

Conclusion:

God’s earthly purpose:
• Israel restored
• Christ reigning in Jerusalem
• Prophecy fulfilled

God’s heavenly purpose:
• The Body of Christ
• Seated with Christ in heaven
• Mystery revealed to Paul

Right division doesn’t divide God — it divides His Word so we can understand it.
