There’s a well-known passage that gets quoted constantly in religious circles — Matthew 16:15–19.
But the reason it’s controversial is simple: people misunderstand it because they fail to rightly divide it.
Let’s walk through it carefully, verse by verse, with clarity, context, and the light of the Pauline revelation.
1. Jesus’ Question — “Who Do YOU Say I Am?” (Matt. 16:15–17)
Jesus asks His disciples, first, what the public thought about Him. They answer with guesses—John the Baptist, Elijah, Jeremiah.
But then He makes it personal:
“But whom say ye that I am?”
Peter answers for the group:
“Thou art the Christ, the Son of the living God.”
And Jesus responds:
“Flesh and blood hath not revealed it unto thee, but my Father which is in heaven.”
After 15 chapters of miracles, healings, signs, prophetic fulfillments, and divine credentials, Peter finally recognizes what the Father wanted Israel to see all along:
Jesus is the promised Messiah — Jehovah’s anointed King.
This is Israel’s hope, Israel’s promise, Israel’s prophetic program.
2. “Upon This Rock I Will Build My Church” — But Which Church?
Here is where the confusion begins.
Jesus says in Matthew 16:18:
“Thou art Peter, and upon this rock I will build my church…”
But what is the rock?
Some claim the rock is Peter himself.
But Scripture — and Peter’s own writings — say otherwise.
Peter is not the rock.
Why?
Because just a few verses later (Matt. 16:22–23), Peter rebukes Jesus for saying He must die and rise again.
He literally says:
“This shall not be unto thee.”
And Jesus calls him:
“Get thee behind me, Satan.”
That is not the foundation of anything God is building.
You cannot build the church on a man who:
❌ Didn’t know about the cross
❌ Opposed the cross
❌ Was called “Satan” for resisting God’s plan
Peter was not preaching “Christ died for our sins.”
He didn’t even understand it (Luke 18:31–34; John 20:9).
So what is the rock?
Scripture answers it clearly:
• Christ is the Rock (1 Cor. 10:4)
• Jehovah is the Rock of Israel (Deut. 32:4, 15, 31)
• Christ is the Chief Corner Stone (1 Pet. 2:4–8)
Peter himself says the Rock is Christ, not Peter.
The Rock of Matthew 16 is Christ as Israel’s Messiah — the Son of the Living God.
3. The Church of Matthew 16 Is NOT the Body of Christ
Jesus promised to build His church — but which one?
Look at the next verse:
“I will give unto thee the keys of the kingdom of heaven…” (Matt. 16:19)
This is not the revelation of the Body of Christ.
This is not the dispensation of grace.
This is not the mystery.
This is:
The Prophetic Kingdom Church — Israel’s Messianic Assembly.
Exactly the one prophesied in:
• Psalm 22:22
• Joel 2
• Isaiah 2, 9, 11
• Ezekiel 36–37
• Zechariah 8–14
In Acts 2, Peter is still functioning in that same prophetic church:
“The Lord added to THE CHURCH daily such as should be saved.” (Acts 2:47)
You can’t add to a church that didn’t exist before Acts 2.
This church started in Christ’s earthly ministry (Luke 12:32).
It is the kingdom church, built on Christ as Israel’s Messiah.
4. Peter Preaches Prophecy — Paul Preaches Mystery
Here is the key to understanding the whole issue:
There are two divinely-given presentations of Christ:
👉 Peter: Christ Revealed in Prophecy
“…spoken by the mouth of all His holy prophets since the world began.” (Acts 3:21)
👉 Paul: Christ Revealed in the Mystery
“…kept secret since the world began, but now is made manifest.” (Rom. 16:25)
Prophecy ≠ Mystery.
Kingdom Gospel ≠ Gospel of Grace.
Israel’s church ≠ Body of Christ.
A child can see the difference — religion refuses to.
5. Paul’s Foundation Is Christ — but Not the Same Program
Paul writes:
“I laid the foundation.” (1 Cor. 3:10)
And:
“Other foundation can no man lay than… Jesus Christ.” (1 Cor. 3:11)
Christ is the foundation in both programs — but the blueprint for building is completely different.
Peter preached:
• The gospel of the kingdom (Matt. 4:23; 10:1–7)
• Christ as Israel’s King (Acts 2:36)
Repentance, baptism, signs, wonders (Acts 2:38; Heb. 2:3–4)
Paul preached:
• The gospel of the grace of God (Acts 20:24)
• Christ died for our sins, was buried, and rose again (1 Cor. 15:1–4)
• Jew and Gentile made one new man (Eph. 2:13–16)
• A heavenly calling, not an earthly kingdom (Phil. 3:20)
The two programs cannot be mixed without destroying both.
6. Why Right Division Matters
If you want the Bible to unlock itself…
If you want to understand exactly what God is doing today…
If you want clarity, peace, and certainty…
Then you must understand that:
✔️ Israel’s prophetic church
is not
✔️ the Body of Christ revealed to Paul.
And Jesus’ promise in Matthew 16 is about the kingdom church, not the present-day Body of Christ.
Today God is forming the Body of Christ, revealed only to Paul (Eph. 3:1–9), where:
• We are justified freely by His grace (Rom. 3:24).
• We have peace with God through Christ’s blood (Rom. 5:1).
• We are sealed with the Holy Spirit (Eph. 1:13).
• We are one new man in Christ (Eph. 2:15).
• We have a heavenly position and hope (Col. 1:5).
That is God’s program today.
If you want to understand your Bible from cover to cover, start here:
Read Romans 1–8 this week.
See:
• Your salvation in Christ’s finished work
• Your security in His resurrection
• Your new identity in the Body of Christ
• Your freedom from law, religion, and guilt
This is the gospel Paul preached.
This is the dispensation of grace.
This is what God is doing today.
Let the Scriptures — rightly divided — transform the way you see God’s plan.
